DOCUMENT 00010 INVITATION TO BID Project: BRIDGE REPAIRS: Project generally comprises repairs to two bridges, which include, but are not limited to bituminous resurfacing and road reconstruction, sediment re-moval, crack repair, shear key repair, installation of structural steel support beams, replacement of concrete sidewalk and parapet, application of shotcrete, and removal of debris. www.PennBid.net. Bids shall be submitted online via PennBid until 10:00 A.M, prevailing time, June 4, 2013, at which time they will be opened by the Engineer at its office. A pre-bid meeting will be held at 10:00 A.M., prevailing time, May 22, 2013 at the Borough office. Attendance at the pre-bid meeting is not required, but it is recommended. Questions will be accepted until 4:00 P.M., prevailing time, Friday, May 24, 2013. Questions must be submitted in writing through PennBid. Placement of the Bidding Documents on websites other than PennBid is not permitted. Bids shall remain open for a period of 60 days from the date of Bid opening unless award is delayed by a required approval from a governmental agency, the sale of bonds, or the award of a grant or grants, in which event the Bids shall remain open for a period of 120 days from the date of Bid opening. See the Instructions to Bidders for other provisions on the time available for acceptance of Bids. Bids may be modified or withdrawn by an appropriate document duly executed (in the manner that a Bid must be executed) and delivered to the place where Bids are to be submitted at any time prior to the opening of Bids. After the Bid opening, Bids may be withdrawn only by complying with Commonwealth of Pennsylvania laws and regulations. A summary of such laws and regulations is given in the Instructions to Bidders. The Contract will be subject to the Prevailing Minimum Wage Determination established by the Commonwealth of Pennsylvania, Department of Labor and Industry. Each Bid must be accompanied by Bid security in the form of a certified check, bank check, or Bid Bond (on the required form) for 10 percent of the Bid total. Bidders, subcontractors, their workers and any persons providing labor and products to the Project shall be persons lawfully permitted to work in the United States and the Commonwealth of Pennsylvania. As a precondition of being awarded a Contract, Successful Bidder, and its subcontractor(s), are required to provide confirmation of compliance with Act 127 of 2012, the “Public Works Employment Verification Act.” The OWNER hereby reserves the right, which is understood and agreed to by all Bidders, to reject any or all Bids and to waive any omissions, errors, or irregularities not involving price, time, or change in the Work, in any Bid.
